This terribly long named thing is a vegetable derived (yes, we are surprised too) polymer (big molecule from repeated subunits) that's used to form stable, nice-feeling water-in-gelled oil or silicone-in-gelled oil emulsions

It's also claimed to be an excellent water and sweat repellent agent for sunscreens, lotions, and balms.
